To Save Street Animals' Lives & Uphold Ethics: UN Must Ban Mass Culling Globally

*PETITION DESCRIPTION:*

We, the citizens of the world, from India to Morocco, file this Global Petition for 500 million street animals who have no passport, no vote, and no voice.

In our streets live dogs, cats, cows, goats, donkeys, pigs and birds. They feel pain, fear, hunger, and love - just like us. But today they are facing a global cruelty crisis.

*PART 1: WHAT OUR DHARMA SAYS - WHY INDIA MUST LEAD THIS GLOBAL PETITION*

India is the land of Ahimsa. Our Constitution Article 51A(g) says compassion for living creatures is our fundamental duty. This duty comes from our Shastras:

*Bhagavad Gita 5.18:*
> विद्याविनयसम्पन्ने ब्राह्मणे गवि हस्तिनि। शुनि चैव श्वपाके च पण्डिताः समदर्शिनः॥
> A learned person sees the same soul in a Brahmin, a Cow, an Elephant, a Dog and an outcaste. So why do we discriminate?

*Gita 6.32:* आत्मौपम्येन सर्वत्र समं पश्यति - One who feels the pain of all beings as his own is the greatest yogi.

*Gita: सर्वभूतहिते रताः -* One who is engaged in the welfare of all beings attains God.

*Manusmriti 6.60:* अहिंसा सत्यमस्तेयं - Ahimsa is the first Dharma.

*Manusmriti 5.45:* योऽहिंसकानि भूतानि हिनस्त्यात्मसुखेच्छया। स जीवंश्च मृतश्चैव न क्वचित्सुखमेधते॥ - One who kills innocent creatures for his own pleasure never finds happiness, in life or death.

If India teaches the world Ahimsa, India must lead the world to save animals.

*PART 2: GLOBAL CRUELTY - COUNTRY WISE FACTS [For UN Evidence]*

Our petition is based on reports by SPCA International, FOUR PAWS, Humane World for Animals:

*1. MOROCCO:* For 2030 FIFA World Cup preparation, reports of mass culling - street dogs being shot, poisoned and beaten to "clean streets". Global animal groups have petitioned FIFA to stop it.

*2. CHINA:* World's largest dog-meat trade. Approx 10 million stray and stolen pet dogs are caged and killed cruelly every year. No national Anti-Cruelty Law.

*3. TURKEY (Türkiye):* Despite being known for compassion, a 2024 law allows removal of ∼4 million street dogs to overcrowded shelters where mass euthanasia is happening.

*4. PAKISTAN:* In Karachi and other cities, thousands of street dogs are killed yearly using Strychnine poison - a chemical that causes 30-40 minutes of extreme agony before death, in the name of rabies control.

*5. INDONESIA & VIETNAM:* Cat and Dog meat trade openly continues. Animals are kept in inhumane conditions in markets, as documented by FOUR PAWS.

*6. EGYPT:* Mass poisoning and shooting of street dogs and cats as "population management" is common practice.

*7. This is not a local issue. This is a Global Human Rights + Animal Rights issue.

*PART 3: OUR 20 GLOBAL DEMANDS TO THE UNITED NATIONS*

We demand the UN to make these binding for all member countries:

*EMERGENCY & CARE (1-4)*
1.  Establish 24x7 Animal Helpline and Veterinary Ambulance in every city of the world.
2.  Free emergency treatment for injured street animals - dogs, cats, cows, donkeys, pigs, birds.
3.  Special protection for vulnerable - puppies, kittens, pregnant mothers, old, disabled animals.
4.  Ban on cruel capture methods - no dragging, beating during capture.

*STOP CRUELTY & ILLEGAL TRADE (5-9)*
5.  *Global Ban on Mass Culling:* UN resolution to ban shooting/poisoning/beating of street animals as population control. TNVR (Trap-Neuter-Vaccinate-Return) must be the ONLY legal method.
6.  *Ban Dog & Cat Meat Trade:* Complete global ban on dog/cat meat trade in China, Indonesia, Vietnam.
7.  *Strong Anti-Cruelty Laws:* Pressure on Pakistan, Egypt, China to enact Anti-Cruelty law with minimum 1 year jail + heavy fine.
8.  *No Mega Events Without Animal Welfare Audit:* FIFA, Olympics should not be given to countries like Morocco unless they prove humane animal management.
9.  Protection for animal activists and citizens who report cruelty.

*SCIENCE & PUBLIC HEALTH (10-11)*
10. Mass Vaccination, not killing, for rabies - as per WHO guidelines - 15 min wound wash + vaccine.
11. Implement ABC Rules / TNVR globally with trained vets, proper anesthesia, post-op care and data transparency.

*INFRASTRUCTURE & COEXISTENCE (12-16)*
12. Humane shelters - not concentration camps. Food, water, ventilation, medical care mandatory.
13. Designated feeding and water points in every city - so animals don't eat plastic/garbage.
14. Scientific waste management - so cows/dogs don't die eating plastic.
15. Compulsory education in schools worldwide - coexistence, bite prevention, responsible pet ownership.
16. Global volunteer framework for citizens to help legally.

*TRANSPARENCY & ACCOUNTABILITY (17-20)*
17. Monthly public data by each country: How many animals sterilized, vaccinated, treated, funds spent.
18. Time-bound Action Plan: All countries must submit plan in 90 days to UN.
19. UN Coordination Committee: UNEP + WOAH + Local Govts + NGOs + Citizens.
20. Law as per species: Dog, cow, cat, donkey, pig, bird - each has different needs and legal protection. One brutal method cannot be applied to all.

*We are not asking to keep every animal at every place. We are asking for a LAWFUL, HUMANE, SCIENTIFIC and ACCOUNTABLE Global System.*
