On 3 October 2022, Adalah Attorneys Nareman Shehadeh-Zoabi and Adi Mansour, in cooperation with Attorney Khaled Zabarqa, filed a motion with the Israeli Supreme Court, seeking leave to appeal the Be’er Sheva District Court’s decision denying the early release of Ahmad Manasra. On 1 September 2022, the District Court affirmed the Prison Parole Committee’s refusal to review Ahmad Manasra’s request for early release. 


The District Court and the Parole Committee applied a 2019 amendment to the Israeli Counter-Terrorism Law – which mandates even retroactively, against all principles of criminal law - no early release for actions that the Parole Committee determines to be “acts of terror”. Ahmad was convicted before the enactment of the 2019 amendment when he was only a minor (13 years old). In June 2022, the Parole Committee determined that his actions constituted an "act of terror", and thus he is ineligible for early release.  


This motion was filed, in light of Ahmad’s deteriorating medical and mental health situation, demanding the cancellation of the illegal provision of the Counter-Terrorism Law blocking his release.
