At a court hearing on December 15, 2025, we learned that the Department of Homeland Security (DHS) has filed a motion to pretermit, seeking to terminate Heng Guan’s asylum application and deport him to Uganda, a country with close diplomatic and security ties to China.
The next hearing is scheduled for January 12, 2026.

The Immigration Judge assigned to Heng’s case has a documented pattern of denying asylum claims at a high rate. Given Heng’s background as a human rights activist and whistleblower, he faces serious and immediate danger if deported.

How You Can Help (U.S. Residents)
If you are in the United States, we urgently ask you to call or write to your U.S. Representative and Senators and demand that they intervene in Heng Guan’s case, including requesting a stay of removal and a full and fair review of his asylum claim.

Below is two call/write scripts you can use when contacting congressional offices. You do not need to read/copy it word for word—feel free to adapt it in your own voice.

  • Call/Write script:

Hello, my name is [your name], and I am calling/writing regarding the detention and imminent deportation of human rights activist Heng Guan.

Heng Guan is a Chinese activist who documented rare evidence of the Uyghur detention camps in Xinjiang. Because of this work, he faces a serious risk of persecution if removed from U.S. protection.

I am deeply concerned that DHS is seeking to terminate his asylum case and deport him to Uganda, a country where his safety cannot be guaranteed due to its close cooperation with the Chinese government.

I respectfully urge [Senator / Representative ___] to intervene by contacting DHS and ICE, requesting a stay of removal, and ensuring that Heng Guan receives a full and fair review of his asylum claim.

Deporting a human rights whistleblower under these circumstances would place him in grave danger and would contradict the United States’ commitment to protecting those fleeing political persecution.
