I'm happy to deliver a little bit of good news!
It turns out that the Operational Management Plan (OMP) only applies to permissions already granted under P2024/1540/FUL. Therefore, there are a few aspects that are BRAND NEW in the S73 and that we have a chance to oppose .
Here is a precise list of what is genuinely new in the S73 and has not already been approved:
- * Bank holiday opening to the public — not in current permissions. Currently approved as closed.
- * Tuesday public opening (e.g. half-term) — not in current permissions. Currently approved as closed to public.
- * Exempting daytime private hires from the 24 cap on Tuesdays — daytime Monday hires are already uncapped in the OMP, but Tuesday daytime hires are not currently approved at all. The S73 seeks to extend the uncapped daytime hire arrangement to Tuesdays.
- * Five internal/fundraising events as a formalised separate category — while 5 fundraising events appeared in the original superseded OMP, they do not appear as a distinct named category in the approved Revision 3 OMP at all. They have effectively disappeared from the approved document. The S73 seeks to reintroduce and formalise them. This is at stake — and we can argue the terrace should close at 8pm for these, restoring the original position.
- * 22 education and participation events formalised with extended hours — Creative Studio events between 8am–10pm any day are already approved. However the S73 seeks to formalise a broader category covering early morning (8–9am) and early evening (6–9pm) education events up to 22 per year across all spaces, not just the Creative Studio. The broadening of scope is new and at stake.
- * One late public opening per month until 8:30pm — not in current permissions. We can fight this or ask for attached conditions such as the terrace being closed.
The S73 Meeting at the Town Hall Islington will be held on Tuesday, 7th July 2026 at 7:30 pm. Please check with planning@islington.gov.uk or Cyrus.Wong@islington.gov.uk as to permission to attend. I'm not sure what the restrictions will be. This S73 is in reference to P2024/1540/FUL.
