If passed, HB 1800 reduces over sentencing and will allow an opportunity for incarcerated people to go home roughly after serving 66% of their sentence.  Mandatory minimums nourish mass incarceration.  The federal government rewards states who impose the 85% rule with millions of dollars.  State governments line their pockets with that money for personal gain as it is the trickle-down effect.  More money in their hands means more money to go toward their paychecks.  Why would the federal government want to pay them millions to keep people incarcerated?  The prison industry is a multi-billion dollar industry and prison lobbyists line their pockets to keep their industry alive.
