Telstra to Updgrade Tingalpa Exchange

I received this on FB -- "There is a upgrade due at the Tingalpa exchange by 31/07/2016, so this is in the works currently to improve your ADSL service in the area. - Dane." If they do it then it may fix the speed but only time will tell -- Election Issue??
