Twitter: "We suck at dealing with abuse and trolls." Will Facebook get the message?

In other words, will Facebook be as honest about their failure to enforce their own TOS as Twitter was about their own? Facebook doesn't have to do what Twitter did but to start enforcing their own TOS.
