Demand Investigation Into Brockenhurst Estates/ Brockenhurst property specialist Stop Years of Landlord and Tenant Abuse, Fraud & Housing Exploitation
This petition is being launched by a concerned housing advocate on behalf of multiple victims— Landlords, tenants, contractors, and families—who have suffered harm at the hands of Brockenhurst Estates Harrow/Pinner operated by Rakesh Raithatha and Birju Panchmatia.
For over a decade, reports have emerged of this agency exploiting tenants and landlords, withholding deposits, ignoring dangerous disrepair, threatening vulnerable families, and stealing from contractors. Their pattern of abuse is deliberate, coordinated, and concealed behind layers of deception—including repeatedly changing their company name, logo, and address to avoid scrutiny.
Despite multiple reports, Harrow Council and other authorities has failed to investigate, raising concerns of complicity, negligence, or corruption.
Tenants have been left in unsafe, uninhabitable conditions, often with children, for years. Deposits have been unlawfully retained. Complaints are ignored. Legal obligations are repeatedly breached.
This is not a one-off issue—it is a systemic housing abuse operation that has continued unchecked because victims are isolated and often too afraid to speak.
We are calling on the public to stand together and demand immediate action.
We demand:
• A full independent investigation into Brockenhurst Estates/ Brockenhurst property specialist, their directors, and all associated trading names and businesses.
• Accountability and legal consequences for unlawful conduct, fraudulent withholding of deposits, disrepair negligence, and abusive treatment of tenants.
• A government and regulatory intervention by:
• The Housing Ombudsman
• Trading Standards
• The Department for Levelling Up, Housing and Communities (DLUHC)
• And Harrow Council’s legal oversight committee.
• Protection and compensation for those affected.
• A public register of all renamed businesses operated by the same individuals to prevent future abuse.
This petition is a call to action. If you or someone you know has experienced harm through Brockenhurst or their directors, please come forward. Every voice and every signature strengthens the case.
The silence ends now. The abuse ends here. Let’s take collective action to bring justice and accountability to a broken housing system.
