Given the inability and/or lack of cooperation by the Federal Aviation Administration (FAA) and the San José Mineta International Airport (SJC) to properly address the increase in aviation noise over Santa Clara County and nearby communities, a result of a 2015 change in flight paths and aviation procedures (known as NextGen), this petition aims to collect signatures in support of shutting down or relocating SJC airport.  Expected benefits from this motion:

  • Eliminate or significantly reduce aviation noise over San Jose and adjacent communities (Santa Clara, San Jose, Los Gatos, Saratoga, Campbell, Sunnyvale, Mountain View, Palo Alto, etc.) as well as the Summit (Los Gatos/Santa Cruz mountain) communities
  • Re-purpose the large plot of land currently occupied by SJC to build affordable housing developments with the aim of alleviating the present housing crisis.  These developments would be in close proximity to downtown San Jose, which is expected to grow and to further gentrify
  • Spare a vibrant and job-rich downtown San Jose from the daily continual onslaught of departing and arriving air traffic, lessening the ecological and environmental impacts (noise, fumes, particulates, etc.) from hundreds of daily flight operations over Santa Clara and Santa Cruz counties
  • Eliminate downtown San Jose’s vertical skyline restrictions which are in place currently due to flight paths in and out of the airport

Does San Jose really need an outdated airport with such limited flight options?  Is SJC worth the price of seemingly endless aircraft noise over our communities?  Does the gentrification potential of downtown San Jose continue to be limited?

An airport supporting hundreds of operations in the middle of a largely populated (and growing) city does not make much sense, and airliners pose a risk to the nearby skyline with each and every arrival and departure.  We would be remiss to not mention the deleterious effects the airport has on both the physical and mental health (stress, cardiovascular disease, sleep deprivation, etc.) for those impacted.  Nearby and far less populated cities (e.g., Gilroy, Morgan Hill, Salinas, etc.) can provide a better option for a more modern airport.  San Francisco International (SFO) and Oakland Airport (OAK) should be able to support the region's air travel needs in SJC's absence and until a new location, if even needed, is identified.  With the exception of a few road warriors, most of us fly infrequently enough throughout the year that a slightly longer road trip to the airport (SFO, OAK or a new location) is a small (and infrequent) price to pay to regain our quiet skies, peace of mind and quality of life.

An argument we see repeatedly is “Why did you move next to the airport if you don’t like the noise?” or “The airport was here first” or “Just move!”  To be clear, we are communities nowhere near SJC.  In fact, we are 10, 20 and 30 miles away from SJC.  None of us moved near SJC, and the airport did not move near us.  What has moved are arrival and departure flight paths—without our consent nor any environmental impact assessments done by the FAA.  These flight paths are now unforgivingly concentrated over residential communities where no air traffic noise existed prior to NextGen.  The SJC Commission, over the period of seven years, has paid little more than lip service, politely nodding to the FAA while parroting the Agency's nonsensical messaging back to us, as the latter continues to change procedures to benefit the interests of aviation over the rights of the now-sacrificial overflown communities, homes, schools and hospitals.  If one of us has to go, at this point, it has to be Mineta San Jose International Airport.
