One month later, no action

One month after Toro was killed, there has been no action by the police nor the local government officials. And the dogs still roam free. I made a video which is attached. 

I'm not giving up but I'm open to suggestions as to how we should proceed. The media is my next target to raise awareness of the non- enforcement of the law and the lack of services, provided by the state, to alleviate the suffering of animals.
