Stop the anti-dumping duty of 189% on eBikes!

I have decided recently to go greener and have bought an eBike. The plan is to replace the car 80% of the time I move around. The bike I went for is getting crowdfunded right now and it still takes a couple of months until manufacturing processes are lined up. It should be ready for shipping later on this year.

Now I got aware of a new EU regulation that does impose a 189% duty on imports of eBikes from China!

It was published on the 2nd of May of 2018 and will get in force after 9 months and will be retroactive.

This means I have to pay three times the price!!!

There has never before been any anti-dumping duties even close to this rate imposed by the EU on any imports from any non-EU country.

Up to now, the duty was 48,5% for non-electric bikes and 6% for eBikes. These anti-dumping duties have for decades protected the European bicycle sector from a flood of ultra-cheap bicycles from China. On the 5th of September 2017, the European Commission issued a notice of the impending expiry of the current 5-year term anti-dumping measures on 6th of June 2018 and called EU producers to lodge a written request for a review.

The European Bicycle Manufacturers’ Association (EBMA) did take this chance on the fly and submitted a request supported by some dubious data source claiming dumping margins ranging from 193 % to 430 %. and a deep decline of the market share of EU products from 42,5% in 2014 to 28,6% at the end of 2016.

No number of sales where provided. To my understanding, both, EU and China eBike sales are going massively up and China eBikes are increasing their market share just due to their low price and according quality. They are actually the main reason eBikes are getting so popular and it is them helping EU to get greener and achieve its climate goals.

Yes, some companies did file for bankruptcy, but there is no evidence this can be associated to cheap Chinese imports. In fact, the Sampled EU Producers Questionnaire Replies gathered by the Commission has proven that the main EU manufacturers such as Accell, Derby Cycle, Eurosport, Gazelle and Prophete have all considerably increased their profitability from 2014 to 2016!

These findings go totally against EBMA’s allegations about the injury to the European bike industry as a result of Chinese imports.

In recent years China has been the fastest country worldwide in reducing CO2 emissions by promoting the use of electric vehicles of any kind, including eBikes. These initiatives where supported by Germany for example with the Sustainable Urban Transport Programme (SUTP).

What about the EU commitment to the Paris Agreement?

The key EU targets for 2030 are:

At least 40% cut in greenhouse gas emissions compared with 1990
At least 27% of total energy consumption from renewable energy
At least 27% increase in energy efficiency

How can we get there if people are not encouraged to use electric vehicles?

In EU we have only a few bike motor manufacturers, but most of them do beautiful high quality mid-drives that sell extremely well all around the world. As well in China! They are like a BMW or Mercedes in the eBike world. Most companies are very small and totally specialized in this segment, but there is as well some big players with huge lobby power.

I just do not understand their point. What they do offer is in a totally different price and quality category compared to those eBikes entering EU from China that are in most cases powered by cheap hub motors. There is only very view EU manufacturers offering such hub motors.

There is no competition!

It does not help them to raise the taxes on China imports. People that would spend 2000€ on an eBike, will not spend 4000€ on a premium eBike then. They rather spend 500€ including the 189% duty on a cheap Chinese Bafang conversion kit.

This can only be a bad solution because converted eBikes have not been specifically built to be used with a motor. They can be a serious security threat for the rider and for everybody else around. With kits that in some cases are too powerful, with no power cut-off brake lever, with an illegal throttle or just not properly installed, the eBike riders fatalities will increase considerably.

At the moment there are no EU manufacturers producing certain components for budget bikes. Prices for eBikes will go instantly up dramatically and it will take many years for affordable eBikes to get back on the market.

To make e-bikes a dominant form of transportation, this needs to be promoted and not penalised.

Beside the environment, the first, main and weakest victims of this regulation will be - as always in trade wars - the European customers. Not only that low- and middle-income citizens and families will loose the possibility to buy this environment friendly mean of transportation. This excessive and outrageous punitive tariff also will lead to significant rise in prizes for European e-Bikes when the manufacturer then will take advantage ot their monopoly. So also wealthier customers will suffer under this new regime.

The European Union is a remarkable project created by it' s founding fathers to ensure peace and prosperity for all its citizens. In some aspects it was and is very successful.
Unfortunately nowadays the EU Commission is under tight control of ruthless lobby groups out of big industry and converts itself into their willing tool to serve their interests, similar to the situation in the United States.

The EU bike industry not only uses the Commission to ban other companies from the European market, they also let the Commission publish a list which excludes themselves from the regulation. This allows them to keep on importing bike parts from China at the old tariffs unlike normal citizens. As George Orwell already said decades ago: "All animals are equal but some animals are more equal than others"

In this EU publication you can find the names of companies lobbying at the Commission against us citizens. Let´s stop this!

We urge the European Commission to take the following steps:

Keep the anti-dumping duties as they are.

Or negotiate with China a bilateral contract where China does eliminate all subsidies to manufacturers on eBikes sold to EU and where EU does eliminate all duties on eBike imports from China.

Encourage the member states to eliminate the VAT on eBikes and implement incentive measures.

Electric bikes are necessary. It is absolutely necessary that the European Commission takes action. Please support this campaign and help to make this happen.


10 reasons why eBiking is good:

1. It is good for the environment

It reduces significantly the carbon dioxide footprint. According to the Environmental Protection Agency, the CO2 emissions of a modern fuel saving car are around 40 times higher than those of an eBike. Compared to an old SUV the difference we are talking about is more than a 100 times.

2. It is good for your pocket

100km on a pedelec cost around 0,25€. Insurance, taxes, parking? Zero!

3. It is good for your fitness

Despite the power assistance eBikers still have to hit the pedals to get moving. Studies have found that eBikers get on their bikes more often and cover much longer distances than conventional cyclists. An eBike gets people on the bike that otherwise would not ride a bike due to their health condition, age-related limitations, steep hills, long distances, the need to transport children or groceries, etc. or because of a lack of perceived convenience, for example commuters who do not want to transpire during their ride to work.

An eBike is ideal for training or for getting back into cycling after an injury or illness. Furthermore, the drive system prevents too heavy a burden on knees or thigh muscles and eases pressure on joints, tendons and ligaments.

4. It is good for big daddy

People with an overweight struggle on a bike and are out of breath after a short time. The eBike helps and is the only bike they can ride.

5. It is good for big brother

If people have better health they need less medical assistance and are missing fewer days at work.

6. It is good for headwinds

It is that invisible hand that gives you a gentle push. Starting on an uphill stretch or cycling on a steep ascent with a full-on headwind gets almost effortless.

7. It is good for your relationship

The power assistance of an eBike offsets differences in performance and brings people closer together again – with the result that the tour is an experience everyone is happy to repeat.

8. It is good for the local economy

Studies show that by the increased spread of eBikes, local gastronomy in remote areas such as mountain huts or alpine pastures which cannot be reached by cars, observe a significant increase of their business and income.

9. It is good for saving time

How often did you drive with your car around the block to find parking and then ended up 3 blocks away and walking 10 minutes to your destination? No such thing with an eBike!

And you will be smiling at traffic jams in the city!
