We shall entrust our disputes not to humans, but to an impartial "AI Judiciary." Instead of pressing buttons to take human lives, we will press the button to sign this petition.

Manners are defined as "the wisdom for individuals to coexist harmoniously and comfortably within human society." We, as humanity, have long possessed this wisdom. Therefore, we must simply put this wisdom into practice. Now is the time for "Action" and action alone.

2. Core Principles

IV. International Court & Correctional System Administered by AI — Establish completely impartial adjudication free from human emotion, along with a system that ensures accountability and rehabilitation.

V. Total Abolition of Military Budgets & Transition to the "Global Restoration Fund" — Reduce every nation's military budget to zero, and redirect those trillions of dollars entirely toward poverty alleviation, education, and environmental preservation.

I am a descendant of the Jomon people, inheriting the spirit of the "Land of Wa (Harmony)"—a civilization that reportedly maintained absolute peace without a single conflict for approximately ten thousand years, spanning from over ten thousand years ago until the introduction of rice farming. I address you simply as a single "individual" on this planet, completely independent of any national, institutional, or political interests, acting purely as a spokesperson for objective logic.

In the Japanese language, the word "Wa" (和) signifies harmony and peace. Having traveled the world, I have witnessed firsthand the tragedies wrought by human governance systems and the absolute foolishness of war. Setting aside the historical causes and justifications, war commits two ultimate sins:

The taking of precious human lives
The generation of an endless chain of hatred

Humanity already possesses the wisdom required to avoid war. Jesus Christ commanded, "Love your enemies." Islam literally means "Peace." The Buddha taught, "Hatred is never appeased by hatred in this world; by non-hatred alone is hatred appeased."

In essence, this wisdom is nothing other than "manners." Do you know the true definition of manners? Manners are:

The wisdom for individuals to coexist harmoniously and comfortably within human society.

I do not believe that manners have truly permeated our current world. Therefore, utilizing this fundamental wisdom of manners, I propose to stop the chain of hatred and "change" this world.

Put simply, this will be achieved by executing three concrete steps under a completely new vessel:
The Establishment of a Global Government devoid of charismatic leaders
The Redefinition of War Crimes and Aggression Crimes, with the complete delegation of authority to an "AI Judiciary"
The Enforced Execution of Absolute Rules by a Global Police Force (Unified Operational Unit)

■ 1. A Charismatic-Free "Global Government" and "The Empty Throne"

Looking at the current power dynamics of international society, the strong leadership of specific nations or individuals dictates global events for better or worse. In the long term, however, such individual charisma is an unnecessary relic. Truly superior systems do not rely on charisma.

A system dependent on a charismatic individual inevitably collapses once that individual is gone. A truly exceptional system is one built so robustly that the departure of any single person has absolutely zero impact on its continuity.

With this structural framework in place, an equilibrium in the balance of power will be permanently maintained, even as national leaders change through democratic elections.

Under this new Global Government, we will completely eliminate the structural contradictions that plagued the old United Nations. Article 2, Paragraph 1 of the current UN Charter strictly proclaims "the principle of the sovereign equality of all its Members."

Yet, in direct contradiction, Article 27, Paragraph 3 grants an absolute "veto power" exclusively to five specific permanent members. This glaring hypocrisy is the root cause of why the United Nations remains utterly powerless against global atrocities, invasions, and massacres. It is the ultimate manifestation of vested institutional interests.

Such exclusive privileges that allow specific nations or organizations to paralyze the collective will of humanity cannot be tolerated under a Global Government.

Absolute Sovereign Equality (One Nation, One Vote): Every member state holds exactly one vote, completely independent of geographic size or military capability. A superpower possesses one vote; the Vatican City possesses the exact same single vote.

Total Abolition of Veto Power: The deadweight of the permanent members belonging to a bygone era will be permanently removed.

By placing a politically insulated "AI Judiciary" at the absolute center (The Empty Throne)—entirely detached from human emotion, national self-interest, or lobbying—we will physically block the influence of powerful entities and guarantee ultimate justice on a global scale.

Within this new framework, we will redefine the absolute rules that humanity must share, delegating their unyielding execution to an "AI International Court" that transcends human fallibility.

Redefinition of War Crimes: Establishing the unalterable law that "under no circumstances or justifications shall any state or organization systematically take the life of a foreign citizen."

Redefinition of the Crime of Aggression: Resolving all global territorial disputes on a designated International Day of Peace (September 21) via a majority vote of all member states. The borders finalized through this vote shall remain absolute and unchangeable for eternity, enforcing the rule that "under no circumstances shall crossing a sovereign border for military invasion be permitted."

Legacy judicial institutions, such as the International Criminal Court (ICC), have historically been compromised by state interference and political maneuvering, severely restricted by the "principle of complementarity" (intervening only when domestic systems fail). Our proposed AI Judiciary accepts no compromises. It will hand down cold, calculated, and perfectly uniform judgments against any human actor, regardless of how powerful they claim to be.

Consider a land that suffered a catastrophic tragedy where hundreds of thousands of innocent civilians were obliterated in an instant: Hiroshima and Nagasaki in Japan, the only locations in human history to experience the horrors of nuclear warfare.

By all historical standards of typical nation-states, one would expect an eternal pledge of vengeance, generations of hatred codified into school textbooks, and an endless cycle of state-sponsored anti-foreign propaganda. Yet, the citizens of that land—the people of Wa—chose a fundamentally different path. Enduring unspeakable grief, they refused to pull the trigger of retaliation. Instead, they converted that staggering emotional energy into an unyielding drive for national reconstruction, mutual cooperation, and hard work. This profound resilience, born from overcoming hatred, was the exact engine that powered their miraculous post-war economic rise from absolute ashes.

Do the modern descendants of that land harbor active hatred or plot military vengeance against the nation that dropped those atomic weapons? Absolutely not.

They successfully broke the chain of hatred, choosing to pray for the co-existence and prosperity of all humankind, carving these profound words onto the Memorial Cenotaph in Hiroshima:

According to the official position of Hiroshima City, this "evil" or "error" does not blame a single individual or a specific country; it represents the collective sin of warfare and nuclear deployment committed by all of humanity.

Refusing to engage in human-to-human retaliation is structurally identical to correcting the proliferation of firearms seen in modern gun-owning societies. Recent comprehensive national surveys indicate that over 70% (72% to 78%) of gun owners state they possess firearms "purely for personal safety and protection." Yet, to guarantee personal safety, taking a life is fundamentally unnecessary. With 21st-century technology, non-lethal defense mechanisms—such as advanced stun devices and non-lethal deterrent sprays—can easily secure an individual's safety. The massive economic markets and employment sectors currently driven by firearms can be fully transitioned into these non-lethal security industries.

Once individuals are guaranteed absolute protection within 24 hours by a centralized Global Police Force, their fundamental rationale for clinging to lethal weaponry completely evaporates.

Eradicating the chain of global warfare operates on the exact same logic. Given the scale of this proposal, fierce resistance from legacy entities—such as entrenched nation-states and military-industrial lobbying groups—is entirely predictable. If even half of this astronomical sum were redirected toward the global populace—the silent "individuals"—and environmental restoration, the net benefit to humanity would be immeasurable. How much more intelligent and sophisticated would that be for our species?

We currently pay taxes to fund machines designed to slaughter other humans, only to experience severe economic hardship under the guise that "there is no money." Let us end this absolute absurdity. Humans are far more intelligent than this; unlike other animals, we possess a highly developed, evolutionary capacity to think.
