Why on earth is Boxted bridge closed to pedestrians?

Barbara and Kevin attempting to cross the bridge on foot can't understand why its closed for 'safety' - even to pedestrians and cyclists- when the bridge now has barriers and 11 tons of concrete blocks dumped on it.
