"The fact that the bridge did not meet the very high bar of being nationally significant in heritage terms does not mean this historic structure and its relationship to the surrounding protected landscape is not of high local significance, a point the applicant appears unwilling to accept. Great care should be taken to avoid any assertion (perhaps inadvertent) that if a building is not nationally listed it is therefore of no historic or heritage significance".
