Does Highways realise Boxted bridge is in Flood Zone 3B, the functional flood plain?

A construction environmental plan (CEMP) is referred to in Highways' Clarifications Report  -but it is not available until after planning permission is granted.  Ecology recommends restricting construction from April to August: but each year, from November t

o February all three approach roads are liable to flood and can be several feet underwater!  The bridge is situated in Flood Zone 3B, functional flood plain, the highest level of risk. The construction site is under water during flood time. The report shows no evidence of any awareness of the major, additional construction risks with 7B’s new abutments.
