Seat belt laws in Missouri need to be a primary offense
The Issue
In Missouri, a driver can't be pulled over for solely not wearing a seat belt. The driver has to be pulled over for another offense, such as speeding, and if they aren't wearing their seat belt, they can be ticketed for that as well. If Missouri changes their seat belt laws to make it a primary offense, it will make drivers more likely to wear their seat belt. In 2010, Kansas the government changed their laws from a secondary offense to a primary offense, and the seat belt compliance went from 77% to 81.8%. In New Hampshire, which doesn't have any laws, the compliance is 72.2%, which is the lowest state. This shows that the laws will actually work.
