There should be a monetary Penalty on Cancellation of PLAB 2, if cancelled less than 8 weeks before Exam

As people from outside UK are waiting for PLAB 2 seat and many people cancel it at nick of time like few weeks or even few days before Exam.

Which wastes a PLAB 2 seat and makes it impossible for other PLAB 2 candidates outside United Kingdom to Book and Appear on that Seat in the current Covid Pandemic 

Keeping in view the long planning, Visa Proces, COVID quarantine , and arranging accomdation and the document for the trip .
