Every day, students and workers travel to school and workplaces to fulfill their responsibilities. However, extreme weather can make these daily journeys difficult and unsafe. Whether it is the scorching heat of the day or heavy rain, people should not have to put their safety at risk simply because they need to attend school or report to work.

During extremely hot weather, students and workers may have to travel under intense heat, while those who spend time outdoors may have limited access to shade, water, or places to rest. During heavy rain, flooded roads, slippery pathways, poor visibility, and transportation problems can make traveling equally challenging. These conditions can affect not only students and workers, but also commuters and other people who need to travel for their daily responsibilities.

Going to school or work is an important part of everyday life, but safety should never be overlooked in the process. Schools, workplaces, and communities should have reasonable measures in place to help people when extreme weather makes traveling or continuing their responsibilities unsafe.

We call on schools, workplaces, local authorities, and communities to support practical measures that can help protect people during extreme heat and heavy rain:

• Provide reasonable consideration during extreme weather, especially when conditions make traveling to school or work unsafe.

• Provide clear weather and safety advisories so people can prepare before traveling.

• Ensure access to water, shade, ventilation, and safe areas during periods of extreme heat.

• Provide safe waiting or shelter areas during heavy rain and other severe weather conditions.

• Consider transportation delays and disruptions caused by flooding, extreme heat, or dangerous road conditions.

• Establish clear emergency procedures for situations where weather conditions become unsafe.

These measures are not about avoiding responsibilities. They are about recognizing that people's safety matters while they fulfill those responsibilities.

No student should have to choose between their safety and attending school. No worker should have to choose between their safety and getting to work. Everyone deserves reasonable protection and consideration when extreme weather creates unsafe conditions.
