The Issue

My name is Aidan Zander G. Aquino and I am a resident of Cagayan de Oro City. I have experienced firsthand the inconveniences caused by the Local Public Transport Route Plan (LPTRP) changes that were enforced in July 2026. Until then, public utility vehicles could travel into the city proper, which made commuting efficient and relatively easy. However, since the implementation of the LPTRP, these vehicles have been restricted to designated terminals on the city’s outskirts, causing significant disruption to daily commuters.

The intention behind these changes was to decongest the city and improve traffic management. However, in reality, it has created longer travel times, difficulty in transferring between different modes of transport, and increased travel costs for the residents who depend on public transportation. Drivers are also affected, as the redirection causes delays and reduces their income due to fewer trips. This disruption is taking a toll on productivity, daily life, and the local economy, putting undue strain on many working families and individuals.

A more comprehensive and inclusive approach to public transportation is urgently needed in Cagayan de Oro City. Specifically, I propose the following solutions:

1. Integrated Transport Solutions: Establish a system that includes seamless transfers between terminals and city-proper destinations, possibly with a unified ticketing system to minimize costs and travel time.

2. Increased Transport Services: Introduce additional public utilities like shuttle services that connect terminals with key spots within the city, making it easier for passengers to reach their destinations without delay.

3. Stakeholder Consultations: Initiate talks with commuters, drivers, and business owners to co-create a public transportation system that serves the needs of Cagayan de Oro City transparently and efficiently.

4. Monitoring and Feedback Mechanisms: Implement an evaluative framework where commuters can provide regular feedback on transport services, which can be used to fine-tune services continuously.

These changes are not just beneficial but necessary to ensure our city's economic vibrancy and social equity. By realigning our public transportation strategy, we can reduce congestion effectively while maintaining accessibility and efficiency for everyone.

I urge local government authorities, the City Transportation Committee, and private transport operators to consider this proposal seriously and move forward collaboratively. Please sign this petition to show your support and help create a more commuter-friendly public transportation system in Cagayan de Oro City. Together, we can make a meaningful difference.
