SPECIFIC VIOLATIONS

a. Failure to provide notice, agenda, or minutes - On Jun 10, July 15, and August 12, 2025, no proper notice/agenda or minutes for Executive Committee meetings, in violation of HRP Bylaws §402(c) and RONR Art. IV § 4.2; RONR Art. III § 3.6, RONR § 9:13-17, 48:1

b. Improper creation of a Standing Discipline Committee - Adopted without a proper vote of the State Convention, in violation of HRP Bylaws §109 & 413 and RONR Art. VI § 6.9 and RONR §50:9-12.

c. Improper appointment of Finance Chair -  An individual not in good standing with the Maui County Republican Party, carrying $28,131.35 in unresolved CSC debt, was appointed without State Committee approval, contrary to HRP Bylaw §416.

d. Failure to provide financial statements - No complete financial statement has been made available for examination by members, in violation of HRP Bylaw §409.

e. Violation of Oath of Office -  State Chair and officers are bound by HRP Bylaw §404(h) to uphold the Bylaws, RONR, and law. Repeated willful violations constitute breach of oath.

f. Use of prohibited proxy voting - Contrary to RONR §45:70-71, proxy voting has been improperly permitted. RONR Art. II § 2.3).

g. Misuse of Executive Director authority - The Executive Director, who is only an ex officio non-voting participant under HRP Bylaws §401, 410, and 411, has been permitted to substitute for the Chair, debate, and make or second motions, contrary to both the Bylaws and RONR §4:1 and §45:4.

h. Suppression of member rights - Members, including County Chairs, have been muted and denied recognition to make motions or debate, contrary to RONR §3:1 and §61:7-12, which guarantee equal rights of members to speak, move, and vote unless disciplined by the body.
