The Independent Policing Oversight Authority (IPOA) released a statement on July 13, 2023, informing Kenyans and institutions that it actively monitors police conduct during public order management and investigates matters under its mandate.
IPOA is committed to enhancing police accountability and is investigating reported cases, including deaths from gunshots, injuries to civilians and police, assault of journalists, and arrests of civilians.
The Authority condemns acts of lawlessness and recommends proportionate force as outlined in the National Police Service Act. IPOA will release a consolidated report with findings and recommendations to relevant agencies.
The use of force by police must adhere to specific conditions as per the NPS Act and Service Standing Orders, with non-violent means attempted first and immediate medical assistance provided in case of injuries. Failure to report the use of force is a disciplinary offense for police officers. IPOA remains impartial, fair, and apolitical in all investigations.
