The Goal:
We are petitioning Cebu City Mayor Nestor Archival to establish a sustained, inter-agency intervention for a recurrent animal cruelty and public safety case involving a mentally-challenged individual in our streets.
The Issue:
For almost a decade, a mentally-challenged individual known as "Victoria" has been documented roaming the streets of Cebu City, repeatedly capturing, torturing, and killing stray kittens and puppies. Despite numerous interventions, she is consistently caught and then released back onto the streets within days because the city lacks a proper facility for her long-term psychiatric care.
Why it Matters:
This is no longer just about animal welfare—it is a matter of public safety.
- Animal Cruelty: Defenseless young animals are suffering and dying in the streets.
- Public Safety: There are reports of aggressive behavior toward citizens, including physical assaults and throwing of objects at rescuers.
- Systemic Failure: Agencies like the CCAMO and PNP do their part by apprehending her, but the lack of a designated mental health facility forces the DSWS to release her, starting the cycle of abuse all over again.
Our Appeal:
We, the undersigned residents and animal advocates, appeal to Mayor Nestor Archival to lead a coordinated response to:
- Provide Immediate and Permanent Care: Ensure Victoria receives an immediate psychiatric evaluation and is placed in a supervised, long-term care facility.
- Close the Gap: Establish a designated intervention center for individuals with severe mental health challenges to prevent the "catch-and-release" cycle that endangers the animals and public.
- Strengthen Coordination: Mandate a clear protocol between the CCAMO, DSWS, and the DVMF for recurrent cases of cruelty and public disturbance.
- Enforce Animal Welfare Laws: Uphold Republic Art 8485 (as amended by R.A. 10631)

Temporary custody is not a solution. We need a humane, lasting response that provides mental health support to those who need it while ensuring our community and its animals are safe from harm.
