Please take a moment to click and sign this separate petition for clean adoption reform in California! As many know, SB381 passed in the Senate (35 – 0) and is moving in the CA Assembly! Your support will help our allied advocates, who are leading the charge, at the California Adoptee Rights Coalition (CAAR). You can also follow CAAR’s Facebook page!
California SB381:
- Featured in the Sacramento Bee (8/7)
- Has our support at the Adoptees’ Liberty Movement Association (ALMA) - At ALMA, we estimate that SB381 will restore access to 1,319,300 original birth certificates - the most of any state!
- Will restore unrestricted access to original birth certificates (OBC) for all adult adopted persons (age 18 and above)
- Will establish access to a deceased adopted person’s original birth certificate for direct line descendants
- Will allow for nonbinding contact preferences
- Can make California the 18th state to announce a policy of unrestricted access to original birth certificates for all adult adoptees (New York was 9th in 2020)!
- Next: Assembly Appropriations “suspense” agenda - Thursday 8/13 (passage here will send the bill to the Assembly floor)

Alabama, Alaska*, Colorado, Connecticut, Georgia, Kansas*, Louisiana, Maine, Massachusetts, Minnesota, New Hampshire, New York, Oregon, Rhode Island, South Dakota, Vermont, and Virginia (as of 7.1.26)
**Note: Kansas and Alaska never blocked access to previously sealed original birth certificates for adult adopted persons.
