Friends of clean adoption reform,

BIG NEWS! Today, Governor Ned Lamont signed HB6105 into law, making Connecticut the 10th state with a policy of unrestricted access to original birth certificates for all adult adoptees (New York was 9th*)! We congratulate the lead advocates at Access Connecticut for their years of outstanding effort!


Public Act 21-21 will go into effect next month (7/1/21). The new law will:

  • Remove date-based restrictions for adult adoptees, born prior to 1983, to
    access their own original birth certificate (those born after 1983 already have unrestricted access)
  • Restore access to an estimated 38,000+ original birth certificates
  • Allow for non-binding contact preferences to be filed


We were very glad to support the bill, HB6105, via the American Adoption Congress, along with other organizations!


We continue to thank you, and all who support adoptee rights.

Adoptee rights are human rights!
Adoptee rights are civil rights!
Adoptee equality will be restored in all 50 states!

*Note: Previously, we noted New York as the 10th state, but is now noted as the 9th state.  Hawaii access law requires an adjustment to restore its position as an unrestricted access state.
