Friends of “clean” adoption reform,

We hope all are well as summer continues! We were very glad today to receive updated information while meeting with the New York State Department of Health on the status of pre-adoption birth certificate applications!  This includes updated data for the NYS Adoption Information Registry.  We were glad to be joined by allied New York Adoptee Rights Coalition for the call.  We hope to share updates for New York City DOH applications soon.

Intended timelines:

VitalChek remains the quickest option (over submitting a paper application).  Intended timelines still apply, noting current delays due to the pandemic:

Paper applications (to NYS or NYC DOH):  Will be processed, but with ongoing delays. 

Internet applications /  VitalChek:

  • NY State: 35 - 40 days + next day delivery—UPS
  • NY State: 40 - 45 days + 2 - 3-days delivery—USPS
  • NYC: 60 - 80 days + next day delivery—UPS
  • NYC: 60 - 80 days + 2-3 days delivery—USPS

Adoptees born out of New York / adopted within New York:

We now anticipate having further information within a few weeks!  As noted within the update, “The Bureau is continuing to work closely with OCFS [Office of Children and Family Services] to develop procedures for adoptees born out of State”
