Fredericksburg Officials are trying to pull a fast one on the Public to subordinate their Duties to the Silver Company to either Block the River Crossing or hold the river crossing land for ransom.

Looks like they will hold the Planning Commission public hearing tonight. Perfect whether to keep public participation down. All the other jurisdictions closed their schools and Government offices.

The Desperation to quickly give the Silver Company the By-right Authority to block all the River Crossing Options with buildings and High Voltage power lines is showing. The Plan also proposes to vacate portions of Gordon Shelton Road Eliminating many of the River Crossing Options.

They are also proposing to Eliminate the proposed Quarry Recreation Area, Eliminate the proposed Wild Riverfront Park, possibly Close portions of the Quarry Trail and the Pool pass Trails around the Quarry. All those amenities are identified in the current Plan and are no longer in the Alternate Blank Check Plan.

The PC meeting is tonight at 6:30 pm at 715 Princess Anne St, Fredericksburg, VA 22401

I submitted letters to the editor to the newspapers. Let's see if the Silver Company donations to those papers stops my letter from being published.

Here's my letter.

Why isn't the River Crossing and the Park Amenities in the Fredericksburg Comprehensive Plan Amendment?

Two and a half years ago Fredericksburg and Stafford Officials voted to conduct a River Crossing study. Approximately $700,000 was spent on the study. Many public meetings and surveys were conducted. There have been dozens of other public meetings where the river crossing was discussed.

The study results are now complete with results showing the River Crossing with the Western network in Stafford will Reduce Traffic Regionally by 20% under extremely congested conditions. The most congested areas of Route 1, the Falmouth Intersection, Route 17 (Stafford), Route 630, Hospital Center Blvd, Truslow Road, Route 3 near Interchange and Fall Hill Avenue will have significant reductions in Congestion in 2050.

The study also shows high time saving factors, significant reductions in miles driven and Decreased Ambulance transport times with shorter routes. Providing connectivity for shorter alternate routes will get us out of Gridlock!

FAMPO officials are now in the process of choosing the best River Crossing Option.

Stafford Officials have recently amended the Stafford Comprehensive plan to identify the River Crossing.
City of Fredericksburg Officials have now put a Comprehensive Plan amendment and a rezoning on the fast track, but instead of identifying a River Crossing corridor in the Plan they are proposing a Blank Plan that eliminates Recreational Amenities and no River Crossing. They are basically delegating the Authority to the Silver Company to choose or to block any or all the River Crossing Options that were studied. Fredericksburg should not subordinate their duties as elected officials to the Silver Company!

If City officials, approve the Blank Check Comprehensive Plan Amendment, the Silver Company can turn around and submit a By-right General Development Plan with buildings that block all of the River Crossing options. That plan would then go to City staff for administrative approval in the back room without the public knowing.

The plan could then be held by the Silver Company for Ransom, like the 2008 rezoning mistake at the Aquia Town Center.

True leaders need to stand by the River Crossing plans they have supported and the recreational amenities currently in their Comprehensive Plan!

Sincerely,
Joe Brito
