The Superintendent of a school district is NOT the head of or the leader of a school district. The School Board Trustees as a collective whole are responsible for the success or failure of the district by exercising its governance power. The Board is responsible for hiring and firing the Superintendents. The Superintendent in turn is responsible for the day to day business management of the school district, and has NO authority over governance, nor should the Superintendent participate in governance on any level. Let me say this in plain English, Superintendent Henry David Chambers Jr. DOES NOT run Alief ISD, the School Board does. The reason that Alief staff members (especially administrators), parents, and community members believe that Henry David Chambers Jr. runs the district is because the Alief School Board, under the leadership of Alief Board President Annie Joseph Williams, and Vice President Rick Moreno, has allowed Superintendent Chambers to govern the district and control day to day operations. This violates the rights and responsibility of the board to govern. Ignorantia juris non excusat is Latin for ignorance of the law is no excuse for breaking the law. The Alief School Board can be sued as a whole and also individually for their lack of governance or improper governance. This is why School Board members were required to take an oath and was sworn in BEFORE they were allowed to began working. Simply getting voted in by the community was not enough to allow them to begin their work. Superintendent Chambers and staff members were only required to SIGN a contract when they got hired. Board members took an oath and SWORE on the Holy Bible before they were allowed to take office. There is a big difference between signing and swearing. There is a big difference between getting hired and taking office. When people go to court and testify they take an OATH and SWEAR on the Holy Bible.
