Create a law to save animals if abandoned in a car in the tri-state area

The Issue

Currently in the tri-state area there is no law to help any animals that have been locked or abandoned in a vehicle. The only law placed is in West Virginia and no action is allowed to be taken by a stranger to save an animal. Where WV/KY/OH are so close together if something were to be done,such as busting a window or taking the animal out of the car, it could be turned around in court to show criminal intent. My goal is to pass a law where you're able to bust a window if the doors are locked and windows aren't down and take the animal out of the car as long as it is close to the vehicle it was rescued from and after the law has been contacted. This could keep owners from leaving their animals unattended and keep all animals safe from being left in the heat to die.
