Ninotchka Telegraaf, thank you for your question why this is happening.  The official reason why the excavations are necessary according to the government of St. Eustatius, is that the earth and sand in that area are to be used for various road projects on St. Eustatius. This is a weak reason of course because there is earth and sand everywhere on the island.
