Draft Gibo Teodoro for President of the Philippines, 2028
The Issue
We, the undersigned, are asking Secretary Gilberto “Gibo” Teodoro Jr. to run for President of the Republic of the Philippines in 2028.
National leadership should not be settled only after political parties have assembled their tickets. Citizens can name the public servants they want to see on the ballot and ask them directly. That is what this petition does.
Why Gibo Teodoro
Since returning to the Department of National Defense in June 2023, Teodoro has led the department through a period defined by pressure in the West Philippine Sea, accelerated military modernization, and a widening network of defense partnerships.
In March 2026, he signed the Philippines-France Status of Visiting Forces Agreement in Paris, the first such agreement the Philippines has concluded with a European partner. It has since advanced through the Senate committee process and awaits full Senate concurrence.
He has also been direct in defending the Philippine position on maritime sovereignty. At the Seoul Defense Dialogue on September 8, 2026, a note from a Chinese military attaché was passed to him onstage arguing that the 2016 South China Sea arbitral award was illegal, null and void, and without binding force. Teodoro read it aloud, answered it publicly, and restated that the Philippines stands by the award and by the 1982 UN Convention on the Law of the Sea.
His preparation spans law, legislation, national security, and executive government: legal education at the University of the Philippines, an LL.M. from Harvard Law School, three terms in the House of Representatives, and two appointments as Secretary of National Defense under different presidents.
He ran for president in 2010 and lost, carrying the banner of an outgoing administration in a very different political moment. We believe that result reflected its circumstances more than his capacity to lead, and that the sixteen years since have strengthened the case for him.
What We Are Asking
Secretary Teodoro has not announced a candidacy.
We are asking him to run for President in 2028 and put his vision for the Philippines before the Filipino people.
