Save Dover's Banksy and the Old Arcade to it turn into an Art Gallery

Dover has been blessed with a Banksy back in May 2017 which has drawn interest from around the world and put Dover on the map of culture for the first time in a long time. We need to protect this and encourage the cultured tourism to Dover especially amid a huge development Adjacent to the site known locally as DTIZ (St. James Development). The owner of this property the Godden Family previously sold off the Folkestone Banksy and now plan to do the same at Dover.

I propose that the council intervene and issue a Compulsory Purchase Order to rescue this unique asset that Dover and very few places on the entire globe can boast and also to encourage more culture tourism look at turning the old arcade property into an Art Gallery. It worked at Margate (Bigger scale of course) and it can work at Dover.
