The U.S. Chemical Safety Board determined we had a near miss on February 18, 2015 when an explosion could have unleashed enough MHF to kill thousands of people. Quirk chairs the CA Environmental Safety and Toxic Materials (ESTM) committee. Early next week, the committee votes whether to push forward AB1645, the bill to ban MHF at California refineries. Quirk can either help the bill thru OR- as happened with a previous bill 1 year ago – the MHF ban can be allowed to die in committee.
