This could be the reality with the current license application not specifying an upper limit for the number of extra events permitted and you have just 24 hours to speak up before it is too late. The license application also states that an unlimited number of events can go on until 1am and on 36 occasions a year, up to 2am, indicating that the RFU are planning significantly more than 15 events per year.
