We have a vision for revision! Dominion Power has an unlined coal plant so close to the Elizabeth River that it is seeping coal ash and arsenic into the groundwater. When they were prosecuted for violating the Clean Water Act, they could not be sued because technically, the Clean Water Act makes polluting rivers and navigable waters illegal--not groundwater. This means that Dominion does not legally have to pay for the damage they're causing to the environment. We hope you sign this petition to amend the Clean Water Act so that it includes the pollution of groundwater as illegal.
