Even after the pooper-scooper law was legislated in the 70's in NY City there is still a problem with poop on the sidewalks and grassy areas by the sidewalks. The problem is that people get away with this because cops can't be everywhere to observe that someone is not cleaning up after their dog. Furthermore even if a dog owner cleans up the poop there can often be residual poop left on the sidewalk or grass if the poop was not completely solid. With a poop sack that would be anchored from the top of the back of the dog and around and through its legs it would just be there whenever the dog wants to go. Cleaning it would be simple by just removing a little plastic receptacle inside the sack and throwing it out just as people are supposed to do now (and often don't, when we find those disgusting green plastic baggies on the street filled with poop). The poop sack would be more user friendly than having to scoop up the poop as done now even with a plastic bag. The advantage to the poop sack law that I'm proposing is that a cop who sees that you're walking your dog without it could right away issue a ticket. And we would not see poop on the sidewalk or in the grassy area when you walk out of your car and inadvertently step in it. We also wouldn't be fooled by a seemingly clean sidewalk that really has small residue of poop that your eye didn't catch. This problem is evident even in ritzy areas such as the Upper East Side in Manhattan where I go to visit a friend. You can make fun of this but it's really a good idea.
