Direct Access from E-11 to Khayaban-e-Iqbal Road through Underpass or Alternative Route
The Issue
We, the undersigned residents of Sector E-11, Islamabad, respectfully submit this petition to request the Capital Development Authority (CDA) to provide direct access from Sector E-11 to Khayaban-e-Iqbal Road through the construction of the long-promised underpass, or through any other feasible alternative route.
The E-11 Residents Forum, an informal voluntary community organization established by residents of Sector E-11, has consistently engaged with CDA officials regarding the need for a direct exit to Khayaban-e-Iqbal Road. Over the years, CDA representatives have repeatedly assured residents that an underpass connecting E-11 to Khayaban-e-Iqbal Road was under consideration and would be implemented. Similar commitments were also made during various election campaigns by political candidates.
Unfortunately, despite these assurances and the passage of several years, no practical progress has been observed on the ground.
At present, residents traveling from Sector E-11 to Khayaban-e-Iqbal Road are compelled to take a significantly longer route, adding approximately 2 to 3 kilometers to each trip. This unnecessary detour results in increased fuel consumption, vehicle operating costs, travel time, and traffic congestion. For many households, the additional transportation expense is estimated to be Rs. 7,000 to Rs. 8,000 per month, placing a substantial financial burden on residents during a period of significant economic hardship.
As citizens, we believe that public infrastructure should facilitate mobility, improve connectivity, and reduce avoidable expenses for residents. The provision of direct access from E-11 to Khayaban-e-Iqbal Road would not only benefit thousands of residents but would also improve overall traffic management in the surrounding areas.
We therefore respectfully request the CDA to:
1. Expedite the construction of the previously proposed underpass connecting Sector E-11 to Khayaban-e-Iqbal Road; or
2. Identify and implement a practical alternative route that provides direct and convenient access for E-11 residents; and
3. Share a clear timeline and implementation plan with the community regarding the proposed solution.
We trust that the CDA will give this matter the urgent attention it deserves and take appropriate action in the public interest.
