What Are Childrens Services Hiding?

We are flooded with news stories about over stretched Childrens Services. The number of cared for children has reached a record high, rising by 28 percent in the past decade. The figures show that 78,150 children are now in care, up from 75,370 in 2018. 

Information on funding cuts and performance rates are easily accessed, but finding data to explain massive numbers of failing parents is never available. What are childrens services hiding? And did these parents fail? or were they failed by a failing system?
