Transfer Declined by the State Health Minister and Health Secretary

We walked around the health department office of Bihar and also had a series of talk with Health Minister Mangal Pandey and Health secretary and they rejected the application saying "WE WERE LATE AND WE DIDN'T HAVE ANY CERTIFICATE FROM GOVT. HOSPITAL STATING THAT MY SISTER IS SUFFERING FROM SCHIZOPHRENIA", although we had prescriptions of 3 different doctors confirming schizophrenia.
