Financial and technical resources both are important for the implementation of any policy especially if a policy requires new design and creative plans. They have a positive link between education and economic growth of any developing country. Pakistan has been growing since fifth five year plan but still it doesn’t fix current situation of non-implementation of educational policies. The sixth (1983-1988) and Seventh (1988-1993) five year plans utilized more than the allocated resources.

The sixth plan allocated rupees 750 million and the seventh plan allocated rupees 300 million and the sixth plan actually utilizes 107% while seventh plan utilized 240% however the achievements were not satisfactory. Pakistan depends on its foreign aid & loans to finance their development plans. Educational policies since 1959 to the national education policy of 1979 didn’t implement due to the lack of financial resources.

Financial resources for education come from public sector which spends 2.5% of the GPD of education. The data on public expenditure on education shows low priority of Pakistan to educational sector in terms of GDP as compare to other developing countries.
