Small Title Update

As some of you may have seen (if you revisit this page) the title of the petition has changed!  Rather than featuring "ban" in the title, I changed it to "demonitize."  I believe this is a much better representation of what should be pushed.  While I do believe some of the more extreme frauditors should be banned from the platform, that is not the main push of the petition.
