Steve Reed OBE, the new Secretary of State for Environment, Food and Rural Affairs, can ban terrier work by amending the terrier work code of conduct. 

It doesn’t need a vote in House of Commons. There’s no reason at all for terrier work to be legal, other than Steve Reed not being asked to ban it.
