Dear Sir/Madam,

I write this with deep anguish and growing disbelief over the horrifying incident in Jhunjhunu, Rajasthan, where over 25 innocent stray dogs were hunted down and shot dead by two men on a motorcycle, an act not only criminal but utterly inhuman.

This was not an accident. This was premeditated, cold-blooded cruelty filmed without remorse and circulated like a trophy. If this isn’t treated as a serious crime, we as a nation lose the right to call ourselves a civilized society.

As per Section 11 of the Prevention of Cruelty to Animals Act and IPC Section 429, this incident demands immediate legal action. But more than legality, this is about accountability and conscience. When we allow such barbarity to pass unchecked, we normalize violence; not just against animals, but in the fabric of our communities.

I strongly urge your immediate intervention to:

Ensure the swift arrest and prosecution of the culprits

• Secure the area and protect any remaining stray animals

• Strengthen preventive systems in rural districts to ensure such cruelty is never repeated

This is not only a matter of justice for the voiceless; it is a test of who we are as a people. How we treat the defenseless defines the depth of our humanity.

I strongly urge your immediate intervention not only to ensure justice in this case, but to recognize the urgent need for stronger, stricter animal cruelty laws and punishments in India.

Incidents like this are not isolated, they are becoming a pattern. And unless there is visible, harsh legal consequence, more animals will continue to suffer and die at the hands of such cruelty.

This is not just about justice for these 25 dogs, this is about setting a precedent that brutality against animals will not be tolerated in a humane, lawful society.

I am writing this not only as a concerned citizen, but also as someone actively working in animal welfare with CUPA Bangalore. I sincerely hope this grave injustice is met with the urgency, empathy, and action it so desperately calls for.

 With hope and responsibility,

Gargi M. Choudhury
