Children removed alive returned dead

a child is taken from a home breathing walking talking and returned dead, who’s holding cps accountable? If these children died in our care we’d be in prison but some home we over look the so called Professionals with collage degrees when they may careless not mistakes but criminal decisions that cause death when they claim to be protected
