Everday Solano County, this ARPA Revolving Loan is changing. According to the letter sent to me from County Administrator Bill Englen, he stated that it took two long years to plan this Revolving Loan.

In the last 3 days the Revolving Loan, has changed at least 4 times from, a Loan for everyone, to a Loan ONLY for Minority Businesses in Fairfield and Vallejo, then the $250.00 processing fee is no longer required upfront, but now at the back end.
Now the Revolving Loan includes Vacaville and Downtown areas. I'm confused, I can't keep up with this plan that took 2 years to create, but doesn't require any approval from the Board of Supervisors or Solano EDC Board for the massive changes and edits.

Now we are told that Rico has 25 Applications processing, how could that be, it just started. I can't wait to find out who these applicants are, hmmm................
