Subject: Thank You for Fee Waiver / Formal Request for Systemic Billing Reform at Anderson City Utilities

Dear Mayor Broderick and Members of the Commission,

Thank you for your prompt review of my situation and for waiving the disconnection fee recently assessed to my utility account. Your intervention provided direct, meaningful relief to a household on a fixed income, and it shows that our local leadership genuinely listens to the concerns of Anderson residents.

While I am deeply grateful for this individual resolution, my experience has highlighted a broader, systemic issue that continues to impact our community’s most vulnerable citizens—particularly seniors, retirees, and families living on fixed monthly income schedules.

An individual waiver provides wonderful temporary relief, but permanent billing reform ensures structural dignity for all utility customers in the City of Anderson. I respectfully ask your office and the department superintendents to formally review and implement the following software and policy updates to standard operations:

  • Automated Tracking of EAP and Third-Party Pledges: Update the utility billing system to include a clear column or line item showing approved Energy Assistance Program (EAP) or community agency pledges. Residents should not have to manually call utility staff every single month just to verify their actual amount owed.
  • Explicit, Printed Disconnection Dates: Enforcing a due date over the phone as a hard shut-off date leaves residents in the dark. Any statement facing potential service termination must prominently display a clear calendar date for the scheduled disconnection.
  • Review the Equity of Disconnection Fees: Assessing a fee for the act of turning off an essential life resource adds immediate financial trauma to a household experiencing a temporary budget crisis. The city should permanently restructure or eliminate these penalties for consumers actively cooperating with community aid programs.

Thank you once again for your fairness, your time, and your continued stewardship of our city. I look forward to working collaboratively with your administration to bring transparency and clarity to City Hall.

Sincerely,

Susan Warren
