people with disablities and Pensioners enter their 3rd YEAR of "works" to provide hot water and heat

In September this mismanaged mal administered, embarrassing mess enters its 3rd year of weak excuse after weak excuse. Woking borough Council is STILL willingly and without care - letting these people suffer. the residents themselves are now facing their 4th Christmas without adequate heating or hot water from a rogue landlord  that has every intention of allowing this to roll along .... forever!
