Statement by Joaquin Cruz Castillo
I, Joaquin Cruz Castillo, publicly state that everything I
have reported over the past three years regarding agencies
and officials in Orange County is true, and I can prove
what I have said with evidence.
On April 21, 2026, I sent a Notice of Intent to Sue by
certified mail to Orange County Social Services Agency,
CalOptima Health Network, and AltaMed Health
Services. These agencies operate within Orange County
and are directly connected to the issues I have raised.
According to delivery records, Social Services received
the notice on April 23 and has not responded. CalOptima
received it on or about April 28 and has responded. The
notice sent to AltaMed was returned due to an incorrect
address, and I am currently correcting and resending it.
The notice addresses allegations of fraud that I previously
reported to Orange County authorities and to the office of
Vicente Sarmiento. To date, there has been no
investigation or formal response.
On April 14, 2026, I submitted a request for a State
Hearing regarding a child support matter. The State has
confirmed receipt, and the matter is currently in process.Due to these ongoing events, unclear communications,
and lack of accountability, I want to make clear that if
anything happens to my children, relatives, or anyone
involved in Recall 2026, I will hold the Orange County
government and Supervisor Vicente Sarmiento
responsible.
People have the right to speak, to question authority, and
to seek justice without fear. Retaliation undermines trust
and harms the community.
I will continue to pursue this matter through all available
legal and public channels.
