Subject: Notice of Active Petition and Demand for Accountability at the GCADC

Dear Guadalupe County Commissioners,

The purpose of this letter is to formally inform you of an active petition on Change.orgregarding the administration of the Guadalupe County Adult Detention Center (GCADC): https://www.change.org/HOLDgcadcACCOUNTABLE

I respectfully request that each of you read the details of this petition.

In 2024, while held as a pretrial detainee at GCADC, I witnessed Corporal Rudy Garcia forcibly grab a body-worn camera off the chest of a young, female subordinate officer. This incident was captured on the jail's security cameras. Following this, I sent numerous recorded messages via the jail tablets to administrators Robert Hernandez and Greg Martin, detailing my eyewitness account of this sexual harassment and routinely referring to the corporal as "Garcia the Groper."

Rather than initiating disciplinary action, the GCADC administration insulated Corporal Garcia. By failing to intervene, they ratified his misconduct, allowing him to remain in a position where he ultimately escalated to the July 10, 2026 charges involving sexual misconduct and violating the civil rights of an inmate.

Strikingly, Officer Isaiah Charles was charged alongside Garcia on July 10.Officer Charles was already a served defendant in my ongoing federal civil rights case (SA-24-CV-01201-JKP) prior to these new charges. Leaving both of these officers in positions where they could further violate the civil rights of another inmate represents a severe failure of oversight by administrators Hernandez and Martin.

While Sheriff Joshua Ray publicly claims a "zero tolerance and no cover" policy, his ongoing retention of these two key jail administrators directly contradicts those statements. Furthermore, the environment of lax oversight is highlighted by the case of another defendant in my civil rights lawsuit, Shay Castro. She was terminated only after her inappropriate relationship and phone contact with an inmate—her fiancé and a known gang member—became an undeniable liability, despite the fact that inmates and staff were already widely aware of the breach.

If the Sheriff's Department is serious about transparency and systemic accountability, it must look beyond individual officers and address the leadership failures of the jail administration.

At the time of this writing, the petition has 106 signatures. Over the coming weeks, I will be actively gathering additional signatures directly from the residents of Seguin and broader Guadalupe County. Once a substantial number of local signatures are secured, I will formally submit the completed petition to the Commissioners Court.

Thank you for your time, leadership, and attention to this urgent matter of public safety and institutional integrity.

Respectfully submitted,

Judd Colby Harpool
