(October 10th follow up investigation of former Multnomah County Animal Services Chief Field Enforcement Supervisor) It is impossible to believe that former Chief Field Officer Randall Brown’s reported financial transgressions occurred outside Director Jackie Rose’s awareness. The abuse of authority and power at MCAS have been long term and systemic across all areas of MCAS operations. The primary cause is government’s failed due diligence. It is a failure marked by inattention and indifference originating at the Multnomah County Board of Commissioners. Problems are dismissed, explained away, or rationalized instead of resolved. They accumulate. A culture of entitlement, and excuses follow. Impression management as a “go to” short term solution triumphs over the goal of public service. It is obvious that a full audit of MCAS financial practices and Director Rose’s involvement in any misconduct is needed.
