Remove City Manager Dan Parrott
The Issue
Demand that the City Council remove Dan Parrott from his position as the city manager of DeBary for being ineffective and discriminating against women.
What has Dan Parrott done for DeBary? He takes a salary of $114,014.61 with benefits of $39,466.72. That costs the taxpayers $153,528.33 per year. He must be doing wonders for us, right? Ummm, no.
Just in the last few months, under the leadership of Dan Parrott, the City has had been sued multiple times. All of these lawsuits cost us, the taxpayers. The latest lawsuit resulted from Parrott’s interpretation of land use and process for the proposed neighborhood Walmart. Additionally, two (2) EEOC complaints have been filed against him for sex discrimination, which could lead to yet another potentially very costly lawsuit. Read the recent article in the News Journal. DeBary manager faces employment complaints In January, he created a salary implementation plan that provided an average pay increase of about 2.13% for female employees and 12.5 % for male employees.
This is not the first time that Dan Parrott’s actions have placed an agency he has headed in jeopardy through accusations of discrimination; he is a liability to DeBary. This same behavior is referenced in Parrott’s termination from his last job in Ardamore, OK Citizens’ committee seeks Parrott’s job

Aren't women and other minorities supposed to be treated the same as everyone else? Apparently, Dan Parrott didn't get the memo. Aren't we living in the 21st century? Don't we value the women at city hall just as much as the men? Why doesn't he?
Dan Parrott doesn't even live in DeBary. He rents a house in the country club during the week and then goes home to St. Augustine on the weekends. He moved to Florida from Oklahoma five years ago after they finally kicked him out of Ardmore government. He has no vested interest in our city; why don't we get someone that really cares about the future of DeBary? Why do our Council Members continue to support this guy? Do they think we can't do better? Don't we deserve better?
Last August, the community was invited to two visioning workshops. The citizens recognized the importance of development around the SunRail station and said that very loudly and clearly. Mr. Parrott has ignored us and our wishes. Even the Council told him the importance of hiring someone to market the area around the SunRail station. We currently have NOTHING around our train station. Mr. Parrott should have initiated the hiring of this marketing person on October 1st. Instead, he waited; he only began to interview for the position in the last week. Interestingly, his recent pay increase from $98,350 to $114,014.61 was funded from the salary for that position. It is evident that even though he was given clear direction in that matter, he delayed any hiring decision in order for him to receive additional pay and benefits. He doesn't care that in a few short years, the city will be responsible for the budget deficit in the operation of SunRail. By that time, Dan Parrott will be long gone from our city. He's making no plans to prepare for that inevitable day. Are you?
Dan Parrott lacks vision, has never proposed anything that would help advance the cause of the city or be of benefit to people who live in and love DeBary. His indifference about the welfare and the future of our great city is unsettling. Instead, what we have is a man who has been drawing a hefty salary at taxpayers' expense for 5 years, but has refused to contribute in any way to the future prosperity of our community. Let us demand that our elected leaders cut ties with this dead weight and serial discriminator! We owe it to ourselves, our children and the future of our city!
Ardamore, OK residents saw the liability of retaining this individual, and over 200 of them petitioned for his removal there as well. History is now repeating itself--- but, are you willing to pay for his costly mistakes? Don't you want to stand up for the women involved in these EEOC complaints against this man? Both of these women have been lifetime Volusia County residents. Do you think they would make these claims if they weren't true?
Inform yourself on the issues. Dan Parrott is not good for DeBary, and he needs to go. Call or email your City Council to let them know how you feel. Take a part in your government. This is your city, and you need to reclaim it.
Show up to the next City Council meeting on Wednesday, April 1st at 7PM. Tell your leaders that you are not satisfied, and you want change.
